best battery powered bicycle lights image
ok so i have a 12v lead acid sealed battery im using to power xmas lights on my bicycle :) Question is, can I charge this battery using the charger i use for my car battery? The charger is a new model smart charger with a 2 or 6 or 12 amp setting. The small xmas light battery is a 7amp.

I don't see any reason why not.
Make sure you hook up the leads correctly and use the 6 amp setting - trying to force too many amps into your battery is a recipe for disaster. Don't leave the charger on too long, it may cause damage also unless the charger has a built in detector to stop charging when the battery is full.
If it is a little 12V battery you can probably get a new one for cheap as well. Something to consider.
If you are running this on a bicycle you should put a toggle switch in the circuit. If you wanted to get REALLY fancy you could make a place to mount an old alternator that is driven by the rear wheel - whenever you are pedaling the battery will be receiving juice. Sounds way too complicated for me, but it's possible if you are one of those "I wonder if I can do..." guys.

can home electrical problems cause batteries to not charge properly?

I have a total of 5 devices that charge up. 3 of them I have had trouble in that when I disconnect them from the power source they will eventually drain even if the power to the device is off. 2 devices have no problem (phone and tab) but their battery life is much longer too. GoPro, DSLR and a bicycle light all have this issue

All rechargeable batteries will suffer from this effect, called "self-discharge". It gets worse as the batteries get older. You need to buy some new batteries.
