Take out the rubber stopper from thee back of the lights. Then hold down the button that has the battery and the three arrows on it while pulling out the light part of the bike lights.

I am making my own bike light and I bought some fog lights. It comes with a switch, relay and two fog lights. What about the fuse?

At the bare minimum, all you need is a power source. Fog lights probably run on 12 volts, so you will need anything from a car battery to 8 AA batteries ran in series. You can put a fuse on it, but it's not necessary. If you want a fuse, find out how many amps the light draws. Then, get the appropriate fuse and splice it into the positive wire.
EDIT: If it's a bicycle, all you need is a 12V power source (battery) and some wire. Connect the positive (red) wire from the light to the posive terminal on the power source. Then connect the ground wire (black, green, or white) from the light to a piece of unpainted metal on the bike. Connecting it to a bolt will probably be fine. Eventually, your power source will run out of juice. I don't really think it is worth it.
