Electric bike motor?

I am looking for a good bike motor. It has to do more than 15 MPH, and electric. Not a gas runner, just electricity. Plus it must include a charger and easy instructions. Please (if possible) $100 or less, including shipping. I know thats a little low, but I'm kind of on a budget with gas prices. I don't mind online stores, so give me what info you got.

I have seen ads for those kits on eBay stores, the only catch will be the price, it will be hard to find one that really works for less than $100 plus shipping.

Are there any good electric bikes for around or under $500?

Something for getting around a town, like 15miles tops on back roads.
