If you've heard about loop-charged bicycles, you get the idea.

Several issues:
Loop charging on bicycles is really a marketing fraud. It is really just regenerative braking with a fancy name and the false promise that it is actually useful for recharging your battery. http://www.nycewheels.com/self-charging-electric-bike.html To charge while riding normally is really hard because you are propelling the bike and cranking the generator. To charge while going downhill is a 10 to 1 proposition. To extend your range by a mile, you have to go downhill 10 miles.
There are no commercially made electric inline skates (Rollerblade is a brand not an item, you mentioned bicycles not Schwinns). I have seen a number of well intentioned but not knowledgeable people posting about how they WERE GOING TO create electric skates using off the shelf components. It just isn't going to happen, the power needed vs the weight of them just doesn't work. I have seen an article (wish I would have saved the link) by and electrical engineering professor that did use some parts of available items plus some custom made parts to create wheel motors for skates and had some reasonably useful electric skates.
Again, once you have electric skates, you then need to make a controller (the brains of ALL electric vehicles) that can additionally do regenerative braking to put energy back into the battery when it knows that you are braking. Somehow you have to tell it that you are braking. On a bike or car that is easy because you have a control that you use to tell the vehicle that you are braking. On skates, you would need to do something like a cuff activated brake like the Rollerblade ABT brakes rather than a standard heel brake. In addition to the mechanical linkage to the heel brake, the cuff would need to activate a switch to tell the controller to start regenerative braking.
Regenerative braking works well in a car because of the relatively sudden stops. Riding a bike is equivalent to hypermiling in a car where you look ahead and never get up to full speed if you know you will be stopping soon and try to avoid using the brake since it wastes energy (even in the "loop" bikes) that you created by peddling.
